No 4 Tactical LLC is owned and operated by Patrick Morse, a lifelong resident of Lewis County and very vocal supporter of the 2nd Amendment.

Using his summer vacation work money back in 1986, Patrick became a Life Member of the National Rifle Association and has been fighting for all our 2nd amendment rights ever since. Now an Endowment Life member of the NRA and member of the NYS Rifle and Pistol Association Patrick continues that fight today.

In March 2013, soon after the now notorious “New York State Secure Ammunition and Firearms Enforcement Act” ( NY SAFE ACT ) was passed under the cloud of nightfall, Patrick Founded “North Country Friends of the 2nd Amendment” You probably have seen their Safe Act signs scattered throughout the state. All 9,000 of them started out in his garage. Patrick has given Safe Act informational presentations throughout the region, informing several thousand people about what is and is not in the law.

Patrick is a Certified NRA Instructor and Chief Range Safety Officer, not only offering courses mandated to get a “Pistol Permit”, but also those directed at honing your skills and informing you about  Justifiable Use of Deadly Force laws.
